Judge Doom is a major antagonist in Kingdom Hearts II - An Empire of Dreams, wherein he plays the role of the lead enemy in the Toontown campaign. During the course of events in the fanfic, he allies himself to both the Hellfire Organization and White Rose Order as a means of advancing his own goals of the extermination of toon-kind to profit Cloverleaf Industries' greed. Doom eventually reveals himself to be a monstrous Toon-Darkheart Lord hybrid named Baron Von Rotten, transformed into his current nature by the Ancient Ones through an engineered accident to serve as their agent in Toontown, thereby making his dastardly plot all the more chilling.

First Form
Doom is an easier boss in his first phase. He uses his sword-stick for quick slashing combos that will deplete your HP if not blocked, as well as hand to hand combat which isn't as harmful. Using magic on him will stun him long enough to make time for combos. He will also summon Darkhearts to his aid, but go straight for him instead and leave the enemy mooks to the party members.
Second Form
Toon Doom is a lot more dangerous and more annoying than his first phase, especially when you have to look after Jessica and Roger. Now that he's a toon hybrid, Doom can quickly dash towards you will incredible speed and pull you into a devastating, HP-depleting buzz-saw combo, right before knocking you away with an Anvil. Magic this time will definitely have an effect on Red-Eye Doom due to his inability to resist traditional cartoon after-effects from a variety of spells. Thunder will cause Doom to be stunned, Blizzard will freeze him, Fire will cause Doom to run around the arena frantically, Zero Gravity will make him float in the air and Stop will cause him to be frozen in time (Like everything else.) Also, Doom will throw cartoon holes into the ground to teleport to you if you are far away, and use them to back out of a combo. As mentioned earlier, you have to protect Roger and Jessica while fighting Doom. While he is stunned, either from Combos, Magic, or etc., be sure to turn off the Dip machine to stop them from being killed. Sometime during the fight, Doom will turn the machine back on, so be sure to stun him again and turn off the machine.
